Public service is our vocation and we work exclusively with publicly funded organisations, public utilities, and NGOs. We understand the values that drive the cultures of publicly funded organisations and we want to help them to live up to their promise.

Every member of the H4 Consulting team has worked in or with the NSW or Australian Public Sector in operational, senior, or executive roles. We have experience across a range of human services domains, including education and training, health, disability, housing and homelessness, child welfare and protection, and Aboriginal affairs. We have worked both in and closely with service delivery agencies, central agencies, and diverse community and volunteer organisations.

Although we are former public servants, we also bring knowledge and experience from the non-government and private sectors. We have qualifications and experience in diverse disciplines including public administration, business, psychology, information technology, project and program management, change management analytics, economics, and finance.

At H4 Consulting, we work only with clients who share our goal of promoting public value. We have no private or for-profit clients, avoiding the potential for conflicts of interest they may create.

Heather

Heather Hukins, Managing Director of H4 Consulting, is an energetic and entertaining MC, speaker, facilitator, presenter, and trainer. She is sought after for conferences, workshops, and corporate events and as a motivational and keynote speaker.

Prior to founding H4 Consulting, Heather had a 17-year career in the NSW Public Sector, including as an Executive with NSW Health and the then NSW Department of Education and Communities.

She is an expert project, program, and change manager, with extensive experience establishing and leading program management offices in government agencies. She developed and led major policy reform programs to improve the effectiveness and efficiency of public service delivery.

Heather is dedicated to the pursuit of public value.

Hugo

Hugo Harmstorf, Managing Director of H4 Consulting, is highly experienced at leading critical analysis of a wide range of complex information from diverse sources, and in formulating effective responses to complex and contentious policy issues.

Prior to joining H4 Consulting, Hugo had 20 years’ experience as a public sector Senior Executive, including 5 years as CEO of the NSW Independent Pricing and Regulatory Tribunal. His experience also includes executive roles in central and line agencies in NSW and the ACT.

He is an articulate and persuasive speaker, with experience in presenting complex evidence and arguments to the highest levels of government. Since joining H4 Consulting, Hugo has continued to work with public sector clients particularly on issues related to market design, governance, and business case preparation.
